L.B. Hartz was born in Duluth, Minnesota in 1895. He attended elementary and high school there. After graduating from high school he managed a truck farm for several years. In World War I he served with the First Army in France as a munitions truck driver.

The Moorhead Public Library was established in 1904, when the Women’s Club of Moorhead, Minnesota persuaded the Moorhead City Council to establish an annual library fund. Andrew Carnegie, retired steel magnate and philanthropist, donated $12,000 for the construction of the first library building which opened in 1906.
