Purchasing Card (PCard) Information

Pursuant to authority delegated and the parameters established in MinnState Procedure 7.3.3, MSUM has developed the following purchasing card program procedures.

US Bank Purchasing Card website

• PCard Application
  • Permanent MSUM employees are eligible to apply for a PCard.
• PCard Activation instructions
  • You can activate a new PCard online by following these instructions, or you can call the number listed on the sticker of new PCards.
• PCard Registration instructions (New cardholders only)
  
  • New cardholders should first activate their PCard, and then complete the online registration steps. This will set up your US Bank Access Online account.

Tax Exemption information

There are some stores in the FM area that have a different process when making business-related tax exempt purchases.

• Costco - The membership card is held at the store.
  • Before shopping, let Costco staff know you will be checking out using MSUM’s tax-exempt membership card. You may stop at the Member Services desk before shopping, or you may ask the cashier for assistance at checkout. Costco staff will provide instructions on the next steps.
  • MSUM does not provide Costco with a PO number for purchases. Unlike some other area schools, a PO number is not required or provided for MSUM Costco purchases.
• Hobby Lobby - You will need to bring the ND tax exempt letter, purchasing card, and your ID. They will give you a tax exempt card that you need to bring for future purchases.
  • You can also receive a 10% discount for educational materials if you request the discount before they apply the tax exemption.
• Home Depot - Certificate with barcode is needed.
• Menards - Certificate with barcode is needed.

• Michaels - At the time of your purchase, you will fill out a form and show your ID.
• Sam's Club - Employees must download the Sam’s Club app to place orders. Before downloading the app or attempting to log in, contact Alison Fraase (x2240). A verification code will be sent to a Business Services email account and will be required to complete the login process.
• Walmart (Moorhead location) - ID card is needed.

The following retailers require a tax-exempt account to be established before sales tax can be removed. MSUM is not establishing tax-exempt accounts with these retailers; therefore, sales tax will be charged on purchases made at these locations.

• Target – Minnesota and North Dakota locations
• Best Buy
• Walmart – Fargo and West Fargo locations
