Minnesota State Moorhead has transitioned to an “In-State Tuition for Out-of-State Students” model. Under this new system, all domestic degree-seeking undergraduate students, regardless of their state of residence, pay the same standard tuition rate as Minnesota residents.

For appeals of tuition students must be fully withdrawn from the class and/or classes for which the tuition appeal is being submitted. Appeals must be submitted to Business Services within 90 days of the end of the term that the requested appeal is for. All correspondence regarding a student’s appeal status will be sent through the email address provided.
If a student totally withdraws from the University, Moorhead will refund a percentage of tuition and fees to the student and/or the student's financial aid funding sources according to the schedule as established by the MnSCU Board of Trustees and the University.
